Konstantin Akhrem specializes in Relocation Assistance Uniform Relocation Act and California Relocation Assistance Law. He has 11 years of experience in implementation of programs under both federal, state, and local regulations. He is familiar with policies of various public agencies, including Caltrans, HUD, FAA, US Navy, et al.   

He began his Right-of-Way career as a Relocation Agent at Overland, Pacific & Cutler, Inc. and has worked directly with hundreds of households displaced by redevelopment and transportation improvement projects. He was rapidly promoted to a Senior Consultant at OPC, Inc. and assigned the task of QA/QC and compliance assurance on the LAX project. Later he was assigned to LAUSD’s Real Estate Department (Facilities; New Construction) as the in-house Senior Relocation Specialist, where he oversaw services provided by a score of consulting firms.

Later Konstantin has worked as a Project Manager at Paragon Partners Ltd. where he developed and implemented new management tools, delivered critical-path Right-of-Way tasks for leading engineering firms, local, state, and federal public agencies, including California High Speed Rail Authority and United States Department of the Navy (Guam).

Presently Konstantin provides consulting services to implement federal and state relocation assistance laws and regulations.

He has regularly attended the IRWA's International conferences since 2004.

Konstantin is a member of the IRWA's International Communication & Marketing Committee.

Konstantin is an SR/WA Candidate and is  taking IRWA Courses toward the SR/WA designation.

Konstantin is a father of two daughters and enjoys playing guitar and speaking foreign languages.
