Konstantin Akhrem,

President Elect

Konstantin Akhrem specializes in Relocation Assistance for Right-of-Way and Redevelopment projects. He has 10 years of experience in implementation of programs under both state and federal regulations. He is familiar with policies of various public agencies, including Caltrans, HUD, FAA, et al.   

Since 2007, Konstantin has been employed as a Project Manager at Paragon Partners Ltd. Prior to Paragon he had been employed for 7 years by Overland Pacific & Cutler, Inc., where he first worked as a field agent with households displaced by various public agencies for infrastructure and redevelopment projects, and was soon promoted to a Senior Consultant and assigned the task of QA/QC to ensure compliance with applicable state and federal requirements on the LAX project. His assignments included serving as the in-house Senior Relocation Specialist at LAUSD’s new construction program, where was responsible for implementing District's policies, while overseeing services provided by a score of outside consultants.

Presently Konstantin works to plan and deliver ”critical path” tasks on infrastructure and redevelopment projects involving multiple jurisdictions. His work includes Relocation Impact Studies for CEQA and NEPA compliance, preparation and implementation of Relocation Plans under the state and federal laws and regulations.  He has regularly attended the IRWA conferences since 2004.
