Professional Development Committee Chair

Michael Popwell is an internal consultant providing specialized consultant services to Economic/Redevelopment Division project managers and support services to other Divisions within the Commission. These activities include the direct provision of consultant services in a wide range of real estate based activities, economic development activities, and financial analysis. He is responsible for providing support to the Division Director, three Managers, Project Managers, and the Commission’s Executive Office on an as needed basis.

Mr. Popwell’s real estate based activities include property valuation, acquisition, relocation, lending and other transactional activities. He is also responsible for acquisition of the Commissions administrative facilities. His economic redevelopment activity responsibilities include assistance in the evaluation of redevelopment project feasibility analyses, support in project management implementation of economic revitalization and redevelopment programs, and ongoing market and financial analysis of individual projects. Mr. Popwell administers the Economic/Redevelopment Division’s real estate appraisal and acquisition panels consisting of 20 professional firms.

Mr. Popwell is a State of California Certified General Real Estate Appraiser and Real Estate Broker. He is currently the President Elect of the International Right of Way Association, Chapter 1, Los Angeles. Mr. Popwell has been an instructor of real estate and real estate appraisal at Los Angeles City College. He received his M.B.A. with Program Honors in Finance and Urban Land Economics from The Anderson School at UCLA. Mr. Popwell was the C. Thomas Ruppert and Associates Real Estate Scholar and the Editor of Real Estate Indicators while at the Anderson School of Management. His B.S. with Honors was attained at California State University, Los Angeles. At the University of Hawaii, Manoa, Mr. Popwell studied mathematics and theoretical chemistry.

Prior to joining the Commission, Mr. Popwell provided real estate appraisal and consulting services to the private and public sectors through his firm, Michael Popwell Associates, Inc. He has extensive public and private sector experience in research, financial planning and real estate consulting.
